Is this one of those “everybody contributes one aspect to this magic system” kind of thing?
You should really explain that in the first post.

2. Magic can’t be used to create something out of nothing. It only manipulates what is already there.
 
3. In addition, magic does not know how to appear and disappear things. It's not magic itself that can't do these things, more a limit on what others can do with it.

10. spells are also accompanied with the smell of cheese in the area of effect. The stronger the spell, the more pungent the cheese. (full moon = Camembert)

So, magic is a natural force of the universe dependent on the phases of the moon, negated by pie, channeled through staring contests with dog spirits who then spit out spells which are accompanied by obnoxious lights and the smell of cheese?

Not to be a buzzkill but this seems too disjointed and random to be workable in a setting or funny on its own. I was under the impression that each point would mostly build-off of previous points to make something structurally sound enough to be workable, be it serious or comedic.

15. cheese pie greatly increases magic. If such a pie were to exist, the moon would be a full moon until the cheese pie ceases to exist. The moon would also get closer to the world.
 
16. If someone had a staring contest with a dog on the moon, they would grow a mushroom on their head that gives them infinite powers until the mushroom is knocked off of their head.
