How do you start a Literary Magazine?

I've toyed with the idea of possible creating a Magazine (possibly in Ezine format) for Fantasy and/or Science Fiction.

Problem is: i don't know where to begin, if even HOW.

How do you think I should go about this, or if i should even attempt it?
