The sale is of the Kindle Countdown variety, which means it starts out low ($0.99) and then increases in price at regular intervals, until it reaches the regular price at the end of the week. I haven't tried out this kind of promotion before so it's going to be interesting to see how it pans out.
As far as I've been able to make out, the sale is only available on Amazon US and UK, and not on other regions.
