    The Rules: anything goes. (Consider the setting.…)

    But seriously…: your job is to roleplay your way through a complex political situation in order to accomplish any (or many) of several Goals, given below. Prizes will be awarded for various categories, based on the following:

    Point-Based categories: score the most points. Explained in Goals.
    GM Judged categories: impress me with your political acumen, your deal-making abilities, and above all your Machiavellian scheming.
    Guest Judge categories: impress the judges with… well, with whatever impresses them.

    To the extent participation justifies, all the prizes below will be awarded—as well as perhaps a few others you don’t know about yet. If for some reason awarding a particular prize doesn’t seem justified (only one person qualifies, and that only by accident), the prize won’t be handed out… this time around. There’s always the possibility (likelihood) we’ll do this again.

    Prizes:
    Best Overall Role-Playing: Guest judge panel, based on their impressions of how well you do whatever it is you do. The judges will, however, take into account whether or not you achieved anything in the process: they’ll be apprised of the goal-based scores before casting their final votes. You don’t have to win any of the goal-based categories to win this; on the other hand, if you haven’t accomplished anything, odds are it won’t matter how well you did it.
    Fairest-Spoken Courtier: You may be a noble, but you’re near the bottom of the heap. Let’s see how good you are at respecting your betters… without being a complete brown-nose. GM or panel judged.
    Consensus Builder: Getting characters to agree with you—especially other PCs, who may not share your goals. GM judged.
    Subtlest Diplomat: Manipulate characters who don’t agree with one another in such a way that they have to, based on agreements they make with you. GM judged.
    Most Audacious Success: Point-based; goes to the player who achieves the highest single point-based goal. Bonus points if you have to put your neck on the line to do it.
    Most Influential: Point-based; goes to the player whose cumulative point score is highest.
    Broadest Success: Goes to the player who accomplishes the greatest number of individual goals, regardless of point value.
    Greatest Panache: …and do it all with style. GM or panel judged.

    In addition, prizes within the game may be awarded. Of course, you may experience considerable in-game advancement in the process of the contest, as well.



    Goals:
    There are several general goals; each player will be receiving a handful of specific ones as well, which will be similar but not identical. The following are general: where specific possibilities are required, they will appear in subsequent posts. The first—and biggest—goal is one you should have already guessed, if you’ve been following the news.…

    Kingmaker: Influence the Electors to select your candidate as Emperor. A list of candidates will be provided, along with very brief descriptions of each. You will be sent a couple names that you are “expected” to support (because your overlord does, because it is your overlord, or whatever); you will also pick up to two other names of candidates you want to support and send them to me. Thus, you’ll have more than one opportunity to score here—you won’t be roped into supporting a single “impossible” candidate.
    Legislator: Support and have passed a change in imperial law. A list of proposed changes will follow. Again, you will be sent a couple laws you ought to favor… but you can back any of them you choose. (A great way to trade your support in exchange for something you want more.…)
    Promotion: Get a higher title or an office for yourself, or for a vassal or ally.
    Ally: Create lasting alliances with other nobles, through influence-trading, marriage, or whatever other means suggest themselves.
    Consensus: Convince two major powers or power blocs to agree on something, whatever it is—and however you pull it off.
    Ambassador: Similar to Consensus, but here at least one must be from outside the empire; the overall result should contribute to greater harmony between the empire and the kingdom(s).
    Cartographer: Get a border redrawn. Doesn’t have to be one of yours.



    Points:
    These will be on a scale of 1 (“This ought to be worth a free dinner from someone”) to 10 (“Power behind the throne”). The exact value of each goal will generally not be known—in part because there is a certain range of variability involved: convincing someone who already agrees with you to do something is worth less than convincing someone diametrically opposed to the goal to go along with it anyway. Here are some examples with approximate, unadjusted values:

    1:
    • Arrange a marriage between one of your vassals and someone else’s.

    2:
    • Arrange a marriage between one of your vassals and someone of higher rank.
    • Get a vassal or ally named to a Viscounty office.

    3:
    • Forge a lasting alliance with other nobles of your rank.
    • Get yourself named to a Viscounty office.
    • Get a vassal or ally named to a County office.

    4:
    • Forge a lasting alliance with your overlord(s).
    • Get yourself named to a County office.
    • Get a vassal or ally named to a Ducal office.
    • Convince two rivals to give up their vendetta. (The higher their rank, the more this is worth.)

    5:
    • Forge a lasting alliance with other higher nobles.
    • Get yourself named to a Ducal office.
    • Get a vassal or ally named to a Regional office.
    • Have a change in imperial law that you favor adopted. (Actual value highly variable, depending on how unlikely the passage of the change is.)

    6:
    • Get yourself named to a deputy-level imperial office.
    • Obtain additional title with lands.

    7:
    • Get yourself named to a Regional office.
    • Obtain a higher title with lands.

    8:
    • A candidate you support is elected Emperor, and you contributed somehow or other.

    9:
    • A candidate you support is elected Emperor, and you swayed at least one Electoral vote.
    • Obtain a capitulation of election from a (successful) imperial candidate. (That is, have him agree to something or other as a precondition to being elected.)

    10:
    • A candidate you support is elected Emperor, and you convinced at least one Elector to vote for someone he would never have considered voting for otherwise.

    Where a possibility isn’t listed, it can probably be guessed at based on what is there. Getting a distinction for yourself is better than getting one for a vassal or ally. Higher ranks count for more than lower ones. Goals that face greater opposition count for more. Et cetera. Preventing something you oppose from happening is also worth points, generally (but not always) slightly less than achieving something you support. It isn’t possible to list all the items that might count for points—there are, for instance, military and religious offices to be aspired to as well—so be creative: you might end up hitting (or inventing!) a category that isn’t on the list. Additional items may get added from time to time.

    CANDIDATES FOR EMPEROR

    Technically, any of the descendants of the Last Emperor, Palagyr, are eligible to be elected–of which there are hundreds. More normally, this is restricted to descendants of the three Princesses Royal who founded the three royal lines of the empire. It also tends to be restricted to eligible princes who have actually sworn loyalty to the empire–which tends to rule out the descendants of the three Kingdom lines, as well as anybody from the empire lines who isn’t actually residing within the empire. This isn’t a requirement, though, and there are always at least a couple people nominated with a view toward reunifying one of the kingdoms with the empire. And while it isn’t technically part of imperial law, it occasionally happens that someone who does not possess royal blood is considered.

    Realistically, there are only a handful of people likely to be elected: the ones who enjoy the support of their lines or high nobles, ones who are themselves high nobles, or ones who have some other power base from which to work. So rather than worrying about the complete imperial genealogy, here are the candidates who have been nominated and who the Electors will be taking seriously, along with principal titles/offices, their ages, the line(s) they draw their lineage from (in brackets), some brief notes on their characters, an even briefer (one-word) descriptor of their general political inclinations, and other consideration likely to prove particularly important to their chances. Unless specified, all persons on the list are entitled to the title “Prince Royal,” so these are not mentioned (the two who aren’t are marked with * ); anyone who doesn’t have any other title is “only” a prince. If both husband and wife are of royal blood, the one listed first is considered the “main” candidate (that is, the one people are going to take into greater consideration when voting).

    And in case you’re wondering: an Elector can vote for himself.

    PROPOSED CHANGES TO IMPERIAL LAW

    …uncharacteristically (for me), in plain English. (Of course, none of your characters speak English, so that may not help them any.) Some of these would obviously be to your benefit; others may not be; in some cases it may not be clear who if anybody would benefit. But you can bet you’ll find people who want your support for their passage (or blockage) regardless. Not all will pass–a couple contradict one another directly–and at least some will face massive opposition from their obvious targets. Some of these are implied by existing law, practice or tradition. Some of these get proposed (and then promptly ignored) before just about every Midwinter Court.

    This thread will be updated with the names of major endorsements for or against a law, as their views become known. Note that none of these "votes" is final; they may shift from time to time with the politics of the moment. For duchies, only the name of the duchy is given (to save space); others will be specified. Electors will be shown in italics; candidates still in the running for emperor will be underlined. A law that becomes effectively a "sure thing" (barring refusal by the new emperor) will be changed to blue; "sure failures" (barring ditto) to red. (3) and (4) are mutually exclusive, so only "favor" is shown for those.


    (1) Reduction in number of ministers and ministries.

    (2) Electors made ineligible to be elected to throne.

    (3) Lands may not be alienated (i.e. willed to anyone other than a specific individual, presumably another noble).

    (4) Lands may be alienated.

    (5) To be eligible for election, at least one of a candidate pair (emperor or consort) must have a bloodline traceable to one of the Kingdom lines.

    (6) No line may be elected twice in succession.

    (7) No person may assume the throne while still a minor.

    (8) An emperor must designate an heir upon taking the throne.

    (9) No high noble may reign without a designated heir approved by the emperor.


    (10) The Duchy of Alstein be recreated under a duke appointed by the emperor.

    (11) Marches are to be dissolved and their territories merged with the duchies they border.

    (12) An official Council of Barons be created.

    PROPOSED CHANGES to IMPERIAL LAW, part 2

    In order to avoid running out of space on the foregoing post, a second one is being started. The first one is still just as valid as it ever was, where an issue has yet to reach a resolution. The new proposals will also be mentioned in the News thread, to make sure no one misses them.

    (15) That the peace negotiated by the Duke of Vahir-Dascu be ratified, as amended by the terms suggested by the Duchess of Muretsu.

    (16) City of Thyminghausen to become an Imperial Free City.
    - Withdrawn in favor of being part of reconstructed Duchy of Malodbord.

    (17) The age of adulthood waived for Duchess-Apparent Elislet, so she can wed and inherit.

    (18) All baronies held by higher nobles to become permanent holdings of those nobles, and those baronial titles eliminated.
    - This proposal has been referred to further study, and is for the time being rejected.

    (19) The number of imperial regions to be reduced in number and the lands reapportioned.

    (20) Divorce to be recognized under imperial law.

    (21) City of Veuderburg to become an Imperial Free City.

    (22) Settlement of Aldenthau conflict.

    (23) That an indefinite moratorium be declared on the creation of new Imperial Free Cities.

    (24) Prince Tergiv arraigned for treason.

    (25) The Countess of Vargin to be recognized as Duchess of Bergeheim.

    (26) The (still-exiled) Countess of Grenteheim to be stripped of her title, and her heir disqualified.

    (27) The age of adulthood waived for Sazomir, Prince Regnant-Apparent of Maritsa, so he can wed and inherit.

    (28) Prince Sebeschar arraigned for treason.

    (29) Kuredor, Count of Torgen arraigned for treason.

    (30) The agreement offered by the Duke of Rek, and accepted by the Duke Palatine of Tyrvenhagn acting in his capacity as Legate, be ratified.

    (31) The Duchy of Malodbord be recreated, with Meglaf, Viscount of Swerkerland, the nearest blood relative to the last Duke of Malodbord, as its duke.

    The number of Electors has been increased to nine. Election still requires no more than two dissenting votes, that is, a total of seven in favor of a single candidate. The following are the new Electors:

    - The Electorate recently held by the Archduke of Eszerthagn has been transferred to her.
    (2) Drebham, Grand Duke of Meinerthagn
    (3) One member selected by and from the Imperial Diet, under the restrictions set forth in its charter, to serve as an Elector only during a period of election.

    The IMPERIAL DIET, final form, as approved by Emperor Evrefritz:

    (1) Unicameral
    - session: Summer Court
    - presiding: Minister to the Estates, who is vested with Imperium exclusively for the purpose of performing this duty
    - who:
    1 representative of each duke (the default assumption being that this will be the duke himself) [total 28]
    2 representatives of each region, drawn from the remaining nobility (marquises through barons) and the chivalry; at least one of whom from each region must be a baron or a knight possessing no higher title [total 20]
    3 Princes-Regnant, plus two additional representatives from each royal line [total 9]
    9 ecclesiastical representatives (four Cardinals, two Metropolitans, one Abbot, two at-large, who must be none of these)
    3 Lords Mayor of Imperial Free Cities, 2 at-large representatives of other urban interests, as appointed by the emperor
    4 representatives of the emperor, appointed from ministries, offices, or those with Imperium (in addition to the Minister to the Estates)
    - grand total: 76

    All Great Officers, all Ministers, and all persons vested with Imperium, who are not part of the Diet due to being seated for some other reason, plus the Emperor's heir, have the right to attend the Diet, participate fully in its deliberations, address to it needs associated with their responsibilities, and respond to questions from it; such persons do not possess votes in the Diet.

    The Emperor may, at His pleasure, attend the Diet for the purpose of hearing its deliberations or for addressing it; He may not be called upon to respond to its questions or to account for His Acts, save it please Him to do so. The Emperor shall not vote in the Diet, howsoever He might otherwise meet the qualifications for the seat of a voting member.

    Powers of the Diet:
    - advise the emperor
    - ratify legislation, or return it to the emperor with their advice
    - ratify new taxation, or return it to the emperor with their comments
    - on the occasion of an imperial election, select one member of the Diet to serve as a ninth Elector; this person must not:
    (A) be from an Electoral duchy;
    (B) be from one of the royal lines;
    (C) be one of the representatives appointed by the previous emperor.

    Laws concerning the Diet:
    - the emperor may convene the Diet for special sessions if he wishes
    - representatives have immunity while the Diet is in session
    - the emperor may dissolve the Diet and call for a new selection of representatives
    - the empire’s military is not subject to the Diet
    - the power of Imperium is not subject to the Diet
    - each group entitled to select representatives is severally responsible for establishing its own procedures, consonant with other imperial law, for so doing
    - all representatives are required to profess the Earth Mother faith
    - all representatives must have reached their twentieth year of age
    - a person under an Imperial Ban (exile) may not be a representative
    - a person under accusation for treason may not be a representative
    - if a representative is disqualified, the group that selected him has the right to replace him
    - no person can fill more than a single seat on the diet, no matter how many ways he might qualify for one, nor may any person cast more than a single vote
    - if a member of the Diet is unable to attend due to reasons of health or pressing business, he may appoint a representative, who he will warrant as such in writing in the presence of a Magistrate, and who must be recognized as being the person he presents himself to be by credible witnesses before being allowed to participate in its business
    - a new session may not repudiate the acts of a previous one, save with emperor’s approval
    - a new session may not repudiate debts incurred as the consequence of the acts of a previous one
    - representatives may not be held accountable for their votes, nor for acts of the Diet as a whole

    The Duke of Rek, acting of his own will and free of all constraint, desires to make the following dispositions on matters regarding which the Empire of Athringen might have some interest, and over which he expects to shortly have the power to dispose.     - Regarding the Duchy of Vygirsvegn:
    (1) (A) The Viscounty of Umlech shall be transferred from the Duchy of Vygirsvegn to the Duchy Palatine of Tyrvenhagn;
    (1) (B) The remainder of the County of Heldenlach shall be transferred from the Duchy of Vygirsvegn to the March of Tyrsreach, retaining as its overlord its present Count;
    (1) (C) The Viscounty of Mureving shall be transferred from the Duchy of Vygirsvegn to the March of Tyrsreach;
    provided:
    (1) (D) The March of Tyrsreach be elevated to Duchy, and its Marchioness to Duchess.

    (2) (A) The remainder of the Duchy of Vygirsvegn shall be transferred to the Duchy of Varaborn;
    (2) (B) The Duchy of Vygirsvegn shall be dissolved.

    - Regarding the Duchies of Sondehagn and Argenstone and the County of Gramanstadt:
    (3) (A) The County of Domfort shall be transferred from the Duchy of Sondehagn to the Archduchy of Habichtsvegn;
    (3) (B) The Viscounty of Idersval, and the Barony of Dinsmunster, shall be transferred to the Duchy of Harding;
    (3) (C) The remainder of the Viscounty of Iderloch shall be transferred to the March of Hesjedal;
    (3) (D) Sondehagn shall be dissolved;
    (3) (E) The Viscounty of Arving shall be transferred from the Duchy of Argenstone to Hesjedal, for which Argenstone shall be compensated by lands to its west; and
    (3) (F) The Empire is confirmed in its possession of the County of Gramanstadt;
    provided:
    (3) (G) The aforesaid County is incorporated into the March of Hesjedal; and
    (3) (H) Hesjedal be elevated to Duchy, etc.

    - Regarding the Duchy of Dorgeschanz:
    (4) (A) The County of Eltivau, the Viscounty of Staufenvik, and that part of the Viscounty of Veugigur presently in the possession of the Duchy of Dorgeschanz shall be transferred to the March of Torgevegn;
    provided:
    (4) (B) Torgevegn be elevated to Duchy, etc.

    (5) (A) The Viscounty of Hawks’ Rising shall be transferred to the County of Ridinger;
    (5) (B) The County of Ridinger shall be permitted the choice of joining either the Archduchy of Habichtsvegn or the Duchy of Torgevegn;
    (5) (C) Dorgeschanz shall be dissolved.

    - Regarding the Duchies of Maergert and Alschberg:
    (6) (A) The Viscounties of Seligfork and Middle Selig, and that part of the Viscounty of Rendmark which lies east of the Selig River, shall be transferred from the Duchy of Maergert to the County Palatine of Elingfast, which shall be elevated to Duchy etc.;
    (6) (B) The remainder of the Viscounty of Rendmark shall be transferred to the Duchy of Rek.

    (7) (A) That part of the Viscounty of Upper Selig which lies west of the Selig River shall be transferred to the Duchy Palatine of Tyrvenhagn; the remainder to the March of Juliberg;
    (7) (B) The Viscounty of West Paargau, and the Barony of Naldson, shall be transferred from the Duchy of Alschberg to the March of Juliberg;
    provided:
    (7) (C) Juliberg be elevated to Duchy, etc.

    (8) (A) The remainder of the County of Paarwitz shall be transferred to the Duchy of Kolving, retaining as its overlord its present Count;
    (8) (B) The Duke of Kolving shall be elevated to the rank of Archduke;
    (8) (C) Maergert and Alschberg shall be dissolved.

    - Regarding the Duchies of Gundershagn and Nichemhagn:
    (10) (A) The Count of Gundrigsvegn is confirmed in the title Duke of Gundershagn, and he shall also also receive the Duchy of Nichemhagn, which is dissolved;
    (10) (B) The County of Sudring shall be transferred from the Duchy of Gundershagn to the March of Sjaermund;
    provided:
    (10) (C) The County of Vegamir be transferred from the March of Niksmund to the March of Sjaermund; and
    (10) (D) Sjaermund be elevated to Duchy, etc.

    (11) (A) The Archduke of Eszerthagn is confirmed in his possession of the County of Grichfeng; and
    (11) (B) All outstanding claims to the remaining lands of Niksmund presently in that Archduke’s possession are waived.

    - Regarding the Duchy of Tuormu:
    (12) (A) That part of the County of Vezelthair presently in the possession of the Duchy of Tuormu shall be transferred to the possession of the March of Kurfsjin;
    (12) (B) The remainder of Tuormu shall become a vassal of the Duchy of Delharrow, retaining as its overlord its present Duke;
    (12) (C) The Duke of Delharrow shall be elevated to the rank of Archduke.

    - Regarding the Duchy of Mittelvald:
    (13) (A) The County of Kuhlhochsberg shall be returned to the Empire, retaining as its overlord its present Countess;
    provided:
    (13) (B) Those five Viscounties in the northern part of the Duchy of Bergeheim be adjoined with it, and the Duchy of Malodbord be recreated, and that it have placed over it as Duke or Duchess that noble nearest in blood to the last Duke of that name.

    (14) (A) If the foregoing conditions are fulfilled, the remainder of the Duchy of Mittelvald shall be permitted the choice of swearing fealty to whichever of its neighbors it so chooses, and Mittelvald shall be dissolved;
    (14) (B) Or if not, the disposition of all Mittelvald’s lands shall be in the hands of the monarch to which they would otherwise have owed fealty.

    - Regarding Realms Bordering the Kingdom of Lorthegnar:
    (15) The Kingdom of Rikiver shall be reduced to the status of a vassal state, which shall be administered by the Duke of Sjaellig, whose duchy shall also receive land previously lost to Rikiver, and other minor border corrections.

    (16) The Kingdom of Torsig shall be reduced to the status of a vassal state, which shall be administered by the Duke of Hjamanfast; lands previously lost by Lorthegnar shall be restored to their former overlords; the Duchy of Rek shall receive minor border corrections.

    - Regarding Other Matters:
    (17) The Duke of Thanding shall be elevated to the rank of Archduke, as well as receiving other compensations for services rendered.

    (18) The Duchy of Harding shall be elevated to an Archduchy.

    (19) (A) Teover, Duke of Rek, shall be crowned King of the combined realms of Vaesthegnar and Lorthegnar, to be hereafter known as the Kingdom of Althegnar;
    (19) (B) The capital of which shall be the city of Osidring;
    (19) (C) King Teover shall take as his Queen the Princess Deliya of Techarig;
    (19) (D) And shall adopt as his daughter the Princess Delera, her daughter by Herngest VI, Duke of Harding; and shall confirm in her the inheritance of the Archduchy of Harding;
    (19) (E) And shall further make her the next heir to the throne of Althegnar behind his own daughter Teriving, and ahead of his son Teodlyr, and of any other heirs of his body such as may later be produced.
