It is like a lot of popular ideas I have had. The abandoned orphan for example. There is a popular trope but the nondescript can oft times be seen as a joke. I am interested in where the immortal city comes from or the problem that seem insurmountable to it. Though I got a morose picture from it like it swirled in a perpetual storm with a ghost ship to accompany it I liked it.

is within the immortals a search for god I wonder what kind of rule they have

Seems like a good concept and setting. I'm not sure, if it was on a bookshelf next to a bunch of other books, if I would pick it up or not, but does sound interesting. Was there a question to this thread?

Yeah I’d like to hear more.
Death was not the end here... but the forgotten dream we dream without ever waking.
In the city of immortality, no one dies, yet we all slowly dissolve, as if punished for still being alive
