You might be thinking of Shovel Knight, which is also a good game with a retro look--and retro music. I believe the person who composed the Shovel Knight music was the music guy for at least one of the Mega Man games.

Shovel Knight features a chiptune soundtrack composed by Jake Kaufman, with two contributions by Mega Man composer, Manami Matsumae.

Jake Kaufman made the soundtrack for Double Dragon Neon, which includes a few remixes from the Double Dragon and Double Dragon II arcade games.

EDIT - And the Japanese composer is not a music GUY; she's a lady. She composed some of the music for the original Mega Man and Mega Man 10.
