I live in the San Diego area, and there every year the San Diego Book Awards puts out a call for entries. Sci-fi/fantasy/horror is a contest category. The URL is here: Submission Guidelines & Entry Forms - San Diego Book Awards Association. They accept self-published books as long as those books are "professional" in quality. There is a small entry fee, and you have to reside in San Diego County to be able to enter the contest. More details on the web site.
