The power in Characters

In my story I am still fairly early in....yet I am introducing a Very strong, very important character into the main characters life...so far he hasn't really shown any character development...he has discovered his abilities and is working to control them...the new character is a close family member whose abilities make him top Tier in power...I'm not sure if this meeting should be postponed or not...

"Secondly, there was YoShoKenDai the Dragon, who was ambitious and powerful."

The best you can do is write the scene of the meeting. `Write it down, see how it feels, have them talk and discover each other. If, later on, you discover this was not the right time for these characters to meet, you write a new scene. The good thing about writing is that nothing is permanent until is published (and sometimes not even then). So write, in the worst case scenario you'll end with a scene that no doubt would reveal something you didn't know about your characters, something that you can use farther down the road.
