I hear that if you want to do short stories, it isn't quite the same as if you're doing novels and that they should be practiced separately. However, doesn't it make sense for someone who is testing the water to do a short story first, to see if it garners interest? Why waste time with a novel...
I see it as a way to provide more character to your... characters. It follows along the lines of "show, don't tell." I say use it, as long as it doesn't become overbearing.
