Hmm...I think I see what you mean, but wouldn't consistent avoidance of value judgements understood in this sense imply that one could only write in 1st person? I mean, "the sky was blue" seems to be a judgment from an opinionated narrator (e.g., a non-colorblind one)...ceaselessly is a judgment about the character of the pacing, or the value of its scope, that must obviously come from an opinionated narrator. A narrator capable of making such judgments.
