Hand Lettering for book cover - a separate consideration?

I'm wondering if those of you who are looking for artists to work up their covers consider title lettering as a separate entity? Some of the finest covers use typography sparingly - for subtitles, author name, other information that isn't intended to grab a readers attention - and seek out hand lettering as an art form. Even illustration can be ghosted - a piece of information - which hand lettering is placed on top.

Example: "Okami" by Capcom - not the finest example of a cover as a whole, but certainly shows how effective the title lettering can be to convey the feel of the storyline.
