Surely the issue is the counterweight system. If it's still working and the pulley lever system is not too rusty, then one man could lift it provided it wasn't locked. If on the other hand it's broken, climb over the wall and fix it. It'll be a lot easier than trying to lift a dead weight against a rusty pulley system.
