Did Cerulean create the Veil?

No, it's unknown who, or what, created the Veil. What the cult does know is that their Cerulean is only able to reach out weakly due to the veil.

The idea of the Veil is an interesting one, since it seems to be preventing the cult from doing a lot of damage. Who created it? More importantly, who (or what) maintains it? Are there Guardians of the Veil who are working flat out against the cult to stop them penetrating the veil? You've probably thought about this already, but I'm mentioning it because it seems like an obvious point of conflict.
