To add, I think it also depends on how comfortable and experienced you are with writing and giving and receiving feedback. I don't usually expect the people reading my work to know or care much about writing, so I don't ask them for much. But I've also seen how much difference a skilled editor can make, and it's a lot, and I wouldn't fight it (there are always things you change in a different way than the one suggested though).
If you feel like you really know what you're talking about, then say a little more. And if you don't, stick to the basics (the zz/huh?/noway thing isn't bad, I would say flow/delivery are a step more complicated, most people probably should not talk about scene structure...).
