You have to have a certain post count before can make a post advertising your book in the right forum. After that, a moderator has to approve it before it'll be seen.

There are hundreds (not an exaggeration) of books and articles that will answer that question in great detail. Do some searching and you will see the challenge will not be in finding advice but in sifting through the avalanche of advice.

There are websites where you can sign up to sell your books in. Most of the sites have zero sign up fees and a majority of the sale (if not all of it) will go to you.
