Do you ever have story ideas that are 'too silly' to write at the moment?

I have a couple sitting on the backburner that amuse me to no end, but I've decided to slap myself on the wrist and wait until I finish my current projects first. Plus both of them need some time in the oven.

It's not that the story ideas aren't fun, but they're a bit too goofy in their current state (And the actual 'story' of the story is pretty bare bones) and I'd like to flesh them out some/refine them so that they are better stories than the rest of the 'slop' in the genre that they're making fun of. I also want to refine the characters a fair bit so my brain doesn't freeze when I write the scenes that aren't popping up in my head. (Which is usually limited to two/three scenes per story idea, it sucks)

I always have multiple story ideas while I am writing another one. They cook in the back of my mind whileI finish my Work in Progress. That mght mean a couple of years

Do you try to develop them more than the original spark, or do you just let them 'cook' on their own while you finish the current one?
These two story ideas are ones I want to refine, both character and story wise, but I have no idea where to begin because I don't usually 'plan' my stuff.
