What's the question?

They aren't even contradicting in my view. Rather they say the same thing. The saying you shouldn't judge a book by its cover implies that most people actually do judge a book by its cover (otherwise, you wouldn't have to explain it). And the reason people do is because a picture is worth a thousand words. We're visual people. That cover expresses a lot, a 1000 words worth of stuff. So we use it to judge the book, even if they're unrelated.

The phrase Apples to Oranges comes to mind here.
Neither of these sayings are incorrect VS the other.
But if we're talking books.
You want your cover to say as much about your book but without spoiling the good stuff.

Though if we want to put 'never judge a book by it's cover' to practice, someone should make their cover full of stick figure art and see how that goes.
People might buy it out of curiosity and then get impressed lol

Thats right. We ought not judge the book that way. But a book is not a picture. Only the cover art is. We can judge that .

I low key want to make a otherwise great book but all the art is stick figure art and have the joke/moral of the book be 'never judge a book by it's cover'
The book could still be a very good/interesting read. But with that as the moral, and the art is stick figures...people might groan at the dad joke when they realize the bit but also be amused. Especially if randomly for the final battle the artwork is extremely good. Because it's the result of the party's hard work/training.

There's a Dungeon Master for Dungeons and Dragons. His 'art' doesn't get much more elaborate than stick figures (I mean, it does but it doesn't, it's hard to describe. He uses google slides as his art medium.) but you can very clearly tell what's going on and what 'thing' is.
