Just a suggestion. Why not let anyone who is a member start a group chat during the times it is allowed? Or maybe anyone with sufficient posts not to be a spammer?

It was set up this way so that they could have a mod overseeing them somewhat. There have been issues in the past when threads have got a bit out of hand, or things get a bit rude and nasty - hopefully, having a mod oversee the room, it will make that less likely to happen.

Also, it is possible for members to create private group chats, and invite whomever they would like to join. You could also create a notice in your chat status, indicating that you've got a private group chat going, and for people to contact you if they want in.

Have you considered, and this is just me coming out of the blue, using an off-board chat function? Like an IRC room or some such. It seems as though it would allow most of the things people want.
